I am writing this page because people asked me if I can provide registration plate database.
Vehicle registration lookup API and databases are maintained by governments, they CANNOT be made by, or purchased from random individuals and freelancers like me, because every day new cars are registered, scraped or change owners.
Several people asked if can search my own database by registration number, I was confusing what they are meaning, until I realized that United Kingdom use an unique vehicle registration system that rest of world do not know about it. License plates identify car itself and not the owner, if owner change cars he cannot keep license plates like in other countries.
United Kingdom registration number database can be bought from https://www.gov.uk/government/organisations/driver-and-vehicle-licensing-agency and it cost £96,000 per year. If you think that is possible to ADAPT my own database to be searchable by registration number, please explain in details how this should be done.

A customer emailed DVLA, UK provider of registration data, here is their response
Hi ********,
Thanks for your prompt response. The latest version of your data sharing request is currently being reviewed, and if I have any further questions, I’ll get back to you in due course.
DVLA provides anonymised ‘Bulk’ Vehicle Data to certain companies under contract to underpin vehicle check databases to improve road safety, to aid consumer protection, ensure correct part fitment and to deter vehicle theft, and all interested parties must be able to demonstrate a reasonable cause for use of the data in line with Regulation 27 of the Road Vehicle (Registration and Licensing) Regulations. Such causes include Vehicle provenance checking, identifying the correct vehicle for the fitting of parts.
If your amended application is determined to be legal, necessary and proportionate for the purpose it is going to be used, and that the request meets with DVLA’s Data Sharing Strategy – the cost for this is £96,000 per annum (£8,000 per month) as it involves a full scan of the dataset every six months along with weekly and monthly updates for various categories. The first year requires an upfront payment of £24,000 followed by 12 monthly payments of £6,000. The data set consists of 47 fields and we are unable to break it down to suit individual requirements. The Data is provided on DVD. There are currently no APIs that deliver this data in real time from the DVLA database.
I should add that there are certain data fields that DVLA does not capture on the vehicle record so items like BHP, MPG, gearbox type, vehicle spec, safety features etc are not available in the Bulk Data. This being the case, our data set may not be suitable for the use to which you refer, and being the case you may want to continue your arrangement with Carweb.
In light of the above, it may be worth you taking a look at the attached before we progress any further?
